Technology Accessibility Statement

Denver Health Medical Plan (DHMP) is committed to providing an inclusive and accessible digital experience for all users, including individuals with disabilities. Our aim is to meet or exceed Web Content Accessibility Guidelines (WCAG) 2.1 Level A and AA standards. 

In line with Colorado House Bill 21‑1110, Senate Bill 23-244 and the Governor's Office of Information Technology (OIT) requirements, DHMP commits to ongoing enhancements to ensure our digital presence is accessible and compliant with public sector guidelines.
 


Our Accessibility Approach


1) Compliance Framework

  • We adhere to WCAG 2.1 Level A and AA success criteria.
  • We align with Colorado’s State Agency Digital Accessibility Requirements, including consistent documentation, vendor oversight and accessibility governance.
  • We ensure embedded third-party content and tools comply with digital accessibility mandates.


2) Continuous Improvement

  • We conduct routine accessibility audits, combining automated scans, manual testing and expert evaluations.
  • Issues are prioritized based on severity, user impact and compliance risk.
  • A phased remediation plan supports timely implementation of fixes, demonstrating measurable progress.
  • All new site features undergo accessibility reviews before going live.


3) Governance & Oversight

  • Our Accessibility Team, including representatives from IT, Compliance and UX, maintains a detailed accessibility log, which includes discovered issues, status updates and resolution dates.
  • Quarterly reviews evaluate progress, with annual reporting to Colorado’s Office of Information Technology and other relevant state bodies, mirroring HCPF and OIT practices.
  • Responsibility for accessibility is integrated across DHMP’s organizational structure.

Embedding Third‑Party Content

Some materials (e.g., documents, multimedia, external widgets) may be hosted by vendors. We review such content for accessibility and if any issues are identified, we commit to providing immediate assistance or alternative formats upon request.

Transparency & State Alignment

  • DHMP fully supports the OIT Accessibility Law Guidance, including clearly defined roles, vendor contracts tying to WCAG compliance and rigorous documentation practices.
  • We follow HCPF’s digital accessibility principles, including integrating accessibility requirements into procurement, training, vendor oversight, compliance monitoring and public reporting.

Review Cycle

This statement is reviewed and updated at minimum on an annual basis or sooner in response to policy updates, new standards or technological changes.
